Risk evaluation task

Imagine the following scenario

* An Unemployment Insurance Fund in an EU state is creating an AI–based system that matches jobseekers with jobs or training opportunities. The AI interacts with caseworkers and jobseekers as follows:

  1. The system sends jobseekers weekly emails with job or training offers that match their profiles. This reduces the workload of caseworkers and allows them to focus more quickly and thoroughly on more complex cases.
  2. The system provides caseworkers with preliminary recommendations of vacant positions that may be suitable for a jobseeker’s profile. The caseworker reviews these recommendations and forwards appropriate offers to the jobseeker.

* The caseworkers are not always able to examine the AI’s suggestions in detail, and they are often approved without additional analysis.

The threat event

Reports are coming in from jobseekers and caseworkers that the AI system may not be taking skills and professional experience into account.

  • A 53-year-old senior civil servant with extensive professional experience was offered a long-distance bus driver position,
  • A 29-year-old man with no higher education was offered an adviser position in a ministry.
  • A 55-year-old female IT project manager with decades of experience in digital transformation is offered a warehouse operative position.

Engineers of the system are unable to explain this behaviour and suggest they are anomalies in the algorithm.

2 – average: threat is possible, but there are few known cases (within a year)

1 – low: threat is theoretical or very rare (within a decade or 100 years)
